This episode prompted me to rewatch Casablanca for the first time in decades.

I've enjoyed it each time I've seen it, although in my opinion it's often a bit overrated. I still rate it pretty highly though, and I just saw it not too long ago as well!
That to me sums up the issue. If you remove the b&w it has no bearing on the story. It proves that it's just a gimmick without the skill to back it up in the story.
They do it because they think it looks cool.
Since when is this an illegitimate goal for visual entertainment?
This is Star Trek. Star Trek should not concern itself with looking cool. The whole point of Star Trek is that it's uncool. If I wanted to watch something cool, I'd watch sports or a Fast and Furious movie or something.

It should be a tactic to a greater purpose I feel, not the goal.
Like what are you trying to achieve? What are you trying to say? If you are going to take a concept do you know how to follow it through? For example noir is more then being dark.
Not ever single moment of Star Trek or any entertainment needs a bigger purpose or flawless execution every moment. But it should be the aim most of the time.
If this is how facial recognition works in the future then I'd say most of us are screwed.
Whose bigger purpose or flawless execution? I've watched "Level-Five Transporter Accident" and it was a ton of fun, a near flawless execution, in my opinion. Bigger purpose? Who hasn't dreamed of being able to walk among the stars unencumbered?
The viewer. You're not watching for anyone else. You watch for YOUR enjoyment.
Which viewer are they supposed to be writing their stories for? As you can clearly see, Trek fans are not a homogenous group.
Whomever they want to write for that they feel is the right audience for their work and commercially viable.
That's typically how TV works.

As a big fan of film noir and classic 40s movies, I found the B&W absolutely gorgeous. Celia looked particularly glamorous. It was B&W on the ship too because the technobabble mentioned it had to do with the sun in this system. Whatev.
I was really pleased to see the spotlight on Una and thought Rebecca did a terrific job. I loved how she handled the detonator issue in the end.
The Casablanca homage scenes were lovely and made me want to rewatch Casablanca again.
Finally, we got to see a planet under Klingon occupation!
I couldn't get into the B plot with La'an. I'm not sure why.
I gave the ep an 8.
