I always imagined that the Primary Hull decks in TMP were color coded because of it being where the crews quarters and living spaces were and the Secondary Hull was all one color since it was primarily Engineering work space and cargo storage.TMP had different colored walls for each deck. The officer's deck was a nice burgundy with padded panels (and matching furniture in the O-lounge).

Other decks were just painted brushed steel (or duranium or whatever stuff walls are made of in the 23rd century) or exposed metal.
