I wonder if him saying that the accident happens in 10 years is a clue that he does alter things since it happens in 7 years. 2259 and Menagerie is 2266.
 
I never liked that explanation to be honest. Part of the original Star Trek's charm, to me at least, was the fact that Kirk and company weren't perfect,

There's a fucktonne of middle ground between perfect and intentionally wiping out all life on a planet...
 
I'd follow the Prime Directive the way I'd follow a "No Obscenities" rule during a verbal argument. Poorly but on the surface I'd agree to the rules, with lots of violations and gleeful every time I did it.
