No, we shouldn't. They never had such an order. Ever. Because they're the good guys, and they learned a lesson by nearly ending human life on Earth. There, fixed.
And its 200 years later. As we see in modern society, some folks forget the lessons of the past. Plus, just because someone is generally the good guy doesn't mean they don't make bad decisions from time to time.
A good writer could come up with a reason why General Order 24 is necessary. David Mack's use of it in the Vanguard novels was appropriate to the story and bone-chillingly dramatic.
Maybe Kirk just invented it out of thin air before they beamed down just in case the Eminian authorities attempted something violent or underhanded. It was all a ruse between Kirk and Scotty to make the local leaders acquiesce to the Enterprise's demands. Another Corbomite bluff, if you will, invented for this one mission.
I never liked that explanation to be honest. Part of the original Star Trek's charm, to me at least, was the fact that Kirk and company weren't perfect, they were still human. General Order 24 is an exceptionally human thing.
I'm cool with either scenario, honestly. DSC just showed us a Starfleet willing to blow up the Klingon Homeworld to win a war and even Ambassador Sarek was on board. Trek's been pissing in the pool of a humane Starfleet for years now so the idea that TOS is the caveman outlier with outmoded attitudes is pretty eyeroll-inducing.

No. Scotty knew exactly what to do and preped the ship in "A Taste of Armageddon" - the way he responded when Anon called up to demand all crew beam down or the hostages would be killed shows that.
Like I said, I'm cool with either. Starfleet aren't choirboys and with member species like the Andorians they aren't strangers to threatening violence. Trek can have a bright, positive message and still show that sometimes you have to be the asshole to get something positive accomplished.
Forget general order 24 if they're going to bring back early Trek weirdness I'm rooting for double red alerts to return. Also the 'proximity burst" setting on the phasers-- I better not see a single photon torpedo in the entire run of this show!!
We already have the goggles from "The Cage" returning. I wouldn't mind seeing those backpacks that the landing party in "The Cage" had with them when they first beamed down to Talos IV.
Honestly I'm just really glad that I like the show as much as I do (at least based on the pilot, but I doubt it will suddenly change).
It's enjoyable, the characters are interesting and likeable, it's entertaining, and its interesting to look at.
