Special forces, actually. Known as "The Ghost" with numerous confirmed hand-to-hand combat kills.
Starfleet officers routinely have skillsets that wouldn't make much sense in real life. It's Star Trek.
Why would they have been? The whole reason the DTI agent visited La'an was to retrieve 29th century technology, that TCARS temporal transporter La'an took from that guy killed at the beginning of the episode. Since the TOS crew never had any encounters with 29th century technology, the 29th century DTI would have no reason to drop in on them.
Indeed, this is actually consistent with how the 29th century Timefleet was depicted on Voyager, they only get involved with temporal situations which originate in the 29th century. In Future's End it was the destruction of Earth in the 29th century that triggered events, while in Relativity they were trying to prevent a renegade officer from the 29th century from destroying Voyager, and here La'an finds a dying DTI agent from the 29th century and gets swept into his mission. Since none of the time travel adventures on TOS involve the 29th century there's no reason to expect involvement from 29th century DTI, Timefleet or any other organization from that century.
Now the glue can be obtained while the horse is still with us.
How can anyone be sure of that? Everything that happened after "The Cage" could be Talosian illusion. Only episodes of ENT, & SNW are not Talosian illusion. That could explain all the continuity errors in other series.
