It can also depend on when you enter Starfleet. Tilly was a fourth year cadet despite Mary Wiseman 31 being at the time.
Scotty's depiction on SNW is based in part on the TOS novel Vulcan's Glory by DC Fontana, which is set during the Pike era and Scotty is a junior engineer with the rank Lieutenant JG.
Maybe, maybe not. Either way I think his presence in SNW probably supports the idea he enlisted around 18 and has already been in uniform for a little while.
Another datapoint that is much more concrete and specific: Scotty tells Geordi he had been a Starfleet engineer - not just an engineer, but as a member of Starfleet - for 52 years at the time of his retirement. He was 72 years old when he retired, meaning he was in Starfleet by no later than the age of twenty.
I believe SNW Scotty's uniform shows him as a full lieutenant despite him claiming he was a lieutenant junior grade. Probably a costuming error but we could also read it as Scotty actually being a lieutenant and the trauma of hiding from the Gorn or whatever had him flub and say he was a lieutenant junior grade.
The braids in TOS sometimes didn't. The Pilot episode braids were pretty much the same for every officer and crewman, and Spock is directly referenced as a Lieutenant Commander more than once during Season 1, yet he's already wearing full Commander's braids.
Probably something similar happened to Scotty like his Kelvin counterpart. The oldest human we've seen in Trek is Leonard McCoy at 137. Assuming Jonathan Archer made it to 137 he died in 2249. Plenty of time for Scotty before he turns 27 that year to mess around with transporters and Archer's dog and get some kind of punishment, like being suck in a junior rank for over a decade.

Is that Sam Kirk? Oh, it's generic humans, who somehow stole warp drive with a warp-less ship, and now exist as the boogie-man for the past... 45 minutes. If we explore the edge of known space, shouldn't we have heard from all the locals about these guys before? Also, let's face it, if they're capable of making that awesome a ship, they really do sound like the best of humanity: Not morally, but the strongest.
And Pike said, "They clearly saw us." No they didn't; we were in spacesuits obscuring our faces at the time we engaged the enemy crew. They didn't see our faces at all. Wait, he ripped Pike's faceplate off, so he did see them. That's why he didn't shoot. But I mean he was still ripping the ship apart, etc. (The writers didn't want to have to explain how these guys speak Federation Standard.)
After reading the thread:
I got out of the good mentoring from Pike to Jim Kirk, that line Kirk says in TOS, "But we're not going to kill,,, [sic] today."
Everybody seems disappointed that three torpedoes did the trick, when phasers didn't. Just like The Doomsday Machine, they damage the mechanisms inside the thing. Oh, and why didn't anyone think of that before? Here's why: Because the pirate ship had been temporarily disabled this time, and maybe their weapons jamming and shields weren't fully operational? Because we only had 4 minutes left of airtime so the plot armor was only 3 torpedoes thick now?
Oh, and it's pronounced "SEH-lot," but that's only the Vulcan name. But we call ourselves "Rursum." Nobody knows that, because nobody's ever asked, and we don't actually talk much despite what the Vulcans say.
I thought it was OK, but not as memorable as some of the other ones. 5/10
