Anything goes. I feel like that's something a lot miss with the idea of a reboot. It doesn't have to be TOS round 3 or 4, or whatever we're on. You can mix and match, take from one series and then another.
Will people love it or hate it? Probably both. But it at least would be interesting and new.
Or you could have exactly the same but have Captain Kane, Ensign Pickford and the best friend of a genetically engineered Bellingham

Why reuse the characters and settings if you want to do something different? Just make it from scratch.
Because it's a reboot. Reboots tend to reuse character names and certain personality traits, while having their own spin on them (ie Battlestar Galactica, Lost in Space). I just think it'd be interesting if Trek did a reboot by mix and matching a new series and timeframe with all its previous canon. Maybe there's an Annika Hansen on Kirk's ship who gets abducted by the Borg and turned into Locutus. Things like that. But yes, to your point, I believe a reboot should have original characters and situations thrown into the mix as well.
I would love to just skip forward 50 years. Start in 2450. New cast, new characters, new status quo. Largely divorce the show from the cast that came before. Focus on forging the first show in a bold new era.

Would it really matter what year the show is set in? All their shows look the same. Something in 2450 would look no different than 2250.

I don't care about the fake history of the Trek universe. I want an inventive TV show with real creative energy.
I'd still love an Archer United series like The West Wing, but the way things are at Paramount at the moment....yeah, not getting too invested.
It matters what the status quo of the Alpha and Beta Quadrants are, which species you could see and how much free reign the show runner would have.
Frankly, any showrunner worth their salt shouldn't listen to fans' laundry lists of expectations, because they end up rife with contradictions:
A show must go ahead of what we've already seen, but not too far.
A show must reach for a bold new path, but don't forget to follow up on all the old show's greatest hits.
A show must completely ignore the entirety of the Kurtzman era, but don't forget to be slavishly respectful to Picard's third season, hallowed be Matalas' name, amen.
The enemy of art is certainly the absence of limitations, but these fannish limitations smother any sort of creativity.
