WE know the Terran Empire sort of got started when humans landed on the moon. We saw the clips during the Enterprise Mirror Universe credits. Also things were still corrupted by the time "First Contact" because we saw them conquer the first Vulcans to make contact with humans.
In that Montage it went all the way back to the 15th century, starting with the British ship Enterprise looking more like a nasty Privateer vessel blasting every ship it encountered.
And the World War II-tech armies of the 20th century were marching in service of a tyrannical regime.
My theory is in the mirror universe people choose to worship Hades,Satan etc. Basically all the negative GODS. As humans evolved they sort of moved past religion like in the regular Trek universe but that mindset after centuries of that kind of thinking was so much part of their culture it continued to impact their world views.
Worshiping positive gods didn't slow down our evil impulses.
Mirror Universe just reminds more of the Roman Empire with emperor worship, and extolling virtues of self glorification.

I don't know. Somehow I think things would have even been worst if most people worshiped Satan. At least Jesus was a cool hippie, once the rewrite came in.
His successors, not so much. A lot of squabbling over who's version was right.
But they of course had their GODS as well. Zeus and the rest.

Worship of the emperor was used as much to inspire loyalty and fear of retribution. It would be a useful tool, while espousing personal accomplishment in the service to the Empire.
Jupiter, actually. And they switch over to Jesus in the 4th Century.

The Devil can take many shapes since it's not human. Perhaps it choose to look like a women in the mirror universe.
