If there was ever a time for a holodeck malfunction, this is it. If my guess is correct, this is an early version of the technology (No interactive people). It can't work right yet because it takes until the early 24th century to be deployed widely (apparently).
That was different. You see pattern buffers during that time period used narrow pattern recognition shunts that sent bio and none bio matter into separate storage containment pattern circuits. So when a pattern was restored it was much easier to make mistakes between bio and none bio material when restoring a whole pattern. Why half of the time with civilian transporters, which were not as advanced as the Starfleet versions, you would have people beaming somewhere, only to arrive naked without the clothes they were wearing because of this problem. Frankly it shows you just how advanced the Starfleet tech was, that none of them were naked.
