I did also get the impression from Ghosts of Illyria that Number One and Hemmer knew each other previously, from that "I can sense that expression" "I know you can" dialogue exchange.
 
Possibly both yes. In fact, in my head canon, I'm now crafting a scene set shortly after the Q&A Short Trek where Una, Spock and Hemmer have to get out of a sticky situation by singing Gilbert and Sullivan because reasons. During a joint mission between the Enterprise and some other ship.
 
Well, the hazing thing could just be reserved or cadets or Ensigns. Department heads likely wouldn't have to put up with that sort of thing.
Two friends I have who were once active military said they loved the scene because hazing of this type often can/did occur in tight knit units when someone new (of low rank) transfers in; and it was the first time they saw this being reflected in Star Trek.

It can be a lot more brutal IRL, but yes, they’re definitely investing in those seemingly mundane “little moments” that make things more life-like and realistic. It could be argued that they’re finally exploring the human condition in a way akin to Roddenberry’s original vision.

I could have sworn I heard Uhura use the word 'Uzaveh'' when she was speaking Andorian to Hemmer. Would be an interesting touch, if true...

I wonder if next we'll hear about Hemmer's shelthreth. :)
