Not a justification. Thats what was in the episode. Those drones were not using cloaking technology. You guys are so desperate to say that Berman trek has worse canon issues than kurtzman so are trying to throw people off. Maybe you all just dont know the Berman Trek to well. Again it was drones that had holographic projection tech and the drones messed with sensors. Thats not how romulan ship cloaks work.

You might want to take it up with the writers of the ENT continuation novels then if this is so very obvious -

An explanation is given for this inconsistency in the non-canon novel The Good That Men Do. The novel explains that the ships seen cloaking in this episode were two prototype Birds-of-Prey which were being tested at the time. The Romulans had previously experimented with cloaking technology, but had only been able to apply it to their mines and not to their ships due to the huge amount of power needed. These ships were an attempt to deal with this problem. According to the novel, the prototype Birds-of-Prey were ultimately unsuccessful, as the power needed put too much strain on the ships, and one of them was destroyed in an antimatter containment failure caused by its stealth systems. It would then be decades before the Romulans would successfully solve the problem.

Or does it only break canon if you don't like it?
 
It was not cloaking technology. It was a romulan drone that used holographics and masked sensors. It wasnt the true romulam cloak that we saw in TOS.
Tell me you didn't watch the episode without telling me you didn't watch the episode. Firstly, the holo-drones are not featured in this episode. Secondly, the mines that the NX-01 encounters were cloaked as was the Romulan bird of prey they encounter.

Watch the episodes and later eps. They dint throw the explanation in your face but it's definitely not the cloak tech we see in TOS. Just watch the show. Its all there.

It's cloaking technology and was intended to be such by the writers of the episode. End of story. All the goalpost moving and mental gymnastics must be tiring for you.

Thats a romulan drone ship. Listen to the dialogue. Its not the true cloak technology that was in tos on a romulan battle cruiser. This is a primitive experimental "cloak" using holographics and sensor deception. Also the telepathic Aenars helped with the primitive cloak to make it work if I recall. The whole thing failed. Since it was an experimental drone shipn it was using different tech than the battle ready ship one we saw in tos. The one in TOS is true cloak tech not holographic. Thats exactly what spock was talking about. They romulans solved the problem of true cloak tech. The canon is preserved.
It's a crazy day we're Enterprise is considered respectful of teh canon.

No it's not. Did you even watch the video? It's the Bird of Prey from the Season 2 episode Minefield.

The Drone ship was from Season 4

Nothing of the sort is mentioned in dialogue.
