Not true at all. Seve, Rafi, Sidney and Jack would have been all that was needed. No TNG characters except for maybe an occasional guest spot once every couple seasons. Doesn't matter the show will never get made. Too much time has passed and the actors have all moved on and Jeri Ryan is getting a bit too old at this point.

In that scene, Nahla orders Lura to beam to the part of the ship where the cadets are to get them up the stairs to safety. So transporters were being used during the attack.
Well, no. One officer beamed but we don't know the restrictions of use of transporter frequencies during an emergency. We do know one emergency transport is possible with limited power but beaming a whole cadet class might be more limited.

Securing to a bunker space would make more sense.
Not buying it. It's 900 years later and they are putting their cadets at risk by not providing them with a cheap personal transporter??? That is ridiculous. Rubbish.... 😂

There is a reason why survival training, apprentice cruises and such exist in the military. There is no substitute for real world experience.

Then put them in a "real" world setting not a war zone without available safety equipment. 😂
 
Here the thing about training: you'll not be given everything you need all the time. The expectation is on you to problem solve, learn teamwork and not expect the basics always.
Which can be accomplished by locking out the transporter function of the Tricom badges outside of emergency circumstances.

But this is Star Trek, not a documentary. Like seatbelts and exploding consoles there's dramatic conceit. Like the time I'm Deep Space Nine were they were panicking over a stuck airlock and trying to pry it open. Boy, of only they had some magical beaming device or something to rescue those trapped people 🙀
Its been show to happen frequently on a ship in StarFleet. ALSO why are hologram projections allowed access to the bridge? That seems like a major security issue?? 🤔

And of course it happens frequently. Watch any Star Trek episode and stuff goes wrong!

Need to be explained with in universe reasoning otherwise it can create what's known as a "plot hole".

Like the time I'm Deep Space Nine were they were panicking over a stuck airlock and trying to pry it open. Boy, of only they had some magical beaming device or something to rescue those trapped people 🙀
General reminder that the episode "Babel" took place only a few days after the Stations transporters were shown to be barely operational in the pilot.

To be fair here, it's possible there's an in episode explanation for it that we're just not seeing because it's a series of stitched together clips.

Like in the Lower Decks season 2 finale where they had someone suggest warping around the obstruction and everyone went "that's a horrible idea that will get us killed for obvious in universe reasons that we won't expand on".

And they had runabouts which probably had functional transporters unrelated to Cardassian technology.
