
TI don't agree with that assessment. There have definitely been times when the Federation did dumb or prejudicial stuff, but there have also been plenty of times it hasn't. It was Michael whose prejudice helped ignite the Federation-Klingon War in S1, for instance; Federation principles might have avoided conflict if Michael hadn't attacked the Torchbearer. .
Technically Michael didn't attack the torchbearer, she did cause his death, but it wasn't an attack. She was trying to flee and her suit pushed his weapon into his own body.

The episode goes to the point that the Klingons were going to attack because the Federations peaceful ways were a direct threat to their way of life. The call to war was "We come in peace".
Thats the whole point of the Vulcan Hello, that only treating the Klingons with a response that is true to their culture is meet with respect. A peaceful one, is a going to push them into action.
Later after the battle at the Binary star, the thought was lets capture T'Kuma (sp...), so that he's not seen as a valid leader or martyr to a continued conflict with the Federation.
She instead kills him after her Captain is killed by him. Now what isn't clear is did she deliberately change her phaser setting from tun to kill? Because we don't see t. Or did that setting get changed when the phaser was tossed aside, or when she picked it up in hurray. But dead he is, and now a martyr to the cause.
