I always understood you needed a pair of them to warp space properly to provide thrust. I may be remembering improperly, but wasn't the NX-01 rendered dead in the water when one nacelle was damaged?
Although never spoken in dialogue, one of the ships in the fleet scenes of season 2 was labelled "USS Uhura". In "Best of Both Worlds" there was a wreck labelled "USS Chekov" but no first names.
Actually it was because GR wanted to show one in TMP: but FJ wanted a royalty fee - and thats when GR found out the deal FJ made, and that yes, FJ would be due a fee...Remember that one-nacelle ships predate Roddenberry's Rules of Starship Design, which exist for the sole reason to stop people buying Franz Joseph's Star Fleet Technical Manual and start buying new manuals where Roddenberry had more control (Joseph had licensed out his manual to create the Star Fleet Universe games) and probably got a bigger cut.
The US navy currently has a USS Nimitz and a USS Dwight D Eisenhower, one surname, one full name and they commissioned only a couple of years apart. There doesn't appear to be a standard form. Look at the list of Burke class destroyers:

Also King is a common name and was indeed the name of the Chief of Naval Operations of the US Navy in WWII who has had a warship named after him that served from 1960-91. It follows that if Starfleet wanted to name a ship after the Civil Rights leader they would need to make it clear which "King" they meant. Archer is also a more recent individual in the 2250s and it may be more obvious to someone who the name referred to. Perhaps there have been other famous people called King between now and then and they weren't all as worthy.

Thus the "all ships require TWO Nacelles to Warp..." was born. (Per GR decree).
They still kept the audio references to 'Scouts' in TMP, complete with 3 digit registry numbers.
Which I think nicely illustrates why it's better to use full names instead of just surnames, because is the USS Chekov named for Pavel the famous 23rd Century Federation Starfleet officer, or is it named for Anton the famous 19th Century Russian playwright? (Yes, yes, I know Anton's surname is usually transliterated with an "h," but I think the point stands.)

Yes they did. The scene where V'Ger's "plasma probe" access the Enterprise computer, some of those images I think are from that technical manual.
