Exactly. Laurel Goodwin's unnamed character might be "Yeoman Jones" for all we know.
Or "Smith", sir.
 
James Doohan played the voice of RA. IIRC, he did seem to have a slight British, or possibly even New England/Bramin/Mid-Atlantic affectation to the speech patterns. It wasn't midwestern American sounding. (or Canadian).
I mean this is the same franchise that had a British accented Frenchman Picard and a speech disabled Chekov's inability to say v sounds written off as a Russian accent (which makes no sense--how does Chekov even say his own name Pavel Andreivich?)
 
^^^ All very true. He could be from Alpha Centauri, for all we know, and that's just how they talk there (via Universal Translator affecting an accent upon the English words we hear).

And yeah, the "V" thing with Chekov always bugged me too, although I was amused to see that they made a bit of an in-joke about it in ST09 when Anton Yelchin took up the role. IIRC, he commented about it a little during filming at the time. He had to work real hard not to pronounce the "V"'s like "V"'s in-dialogue.

There's no indication in his sole TAS appearance that Robert April was British that I remember.

I'd just make April from the United States and give him an origin from a state where no Trek Captain has yet hailed from.

So not Alaska, Indiana, Iowa, New York, California (x2), or Louisiana, and possibly Alabama. I think that covers everyone. I'm partial to Texas myself.
 
Washington, D.C. could work. Then we could have April telling stories of growing up seeing the Washington Monument and other local landmarks.

Plus it might also establish in canon that the city survived World War III. ;)
