By the time of Prodigy and Picard the invasion is over and irrelevant to the story, so it’s not mentioned at all (just like Prodigy and the first two seasons of Picard never mention the dominion war: why should they?).

There is someone - somewhere - whose only exposure to Star Trek: Voyager are those snippets of corrupted history in "Living Witness" (maybe they stopped on that particular episode at random during one late night); to them, Janeway is that ruthless all the time. Hell, they may have even given up on watching more of Voyager because they weren't interested in such a bleak television show.
