Bad story-related reasons, that's the problem. It's the "look out!!" trope, one of my least-favourite things that happens in fiction.It's funny, we always see people complaining about Star Trek should be more willing to kill off its main cast for dramatic story-related reasons rather than "because the actor wants to leave." But now we've got Hemmer killed for dramatic story-related reasons and not because the actor wanted to leave, as indeed the actor is still staying on the show.

It was technically allowed, but it required a lot of red tape and direct oversight from studios to make sure everything was above board that most productions considered it a pain in the ass and didn't bother, opting instead to just faithfully film scripts as is.
