Even with 430 crewmembers aboard the TOS Enterprise often had sparsely populated or empty corridors. I think it's just a trope of Star Trek that you often have the corridors empty or containing just a handful of people so you can more easily focus on the one or two or more people at the center of the scene.

And the Enterprise-D is the reverse, with the size of the ship and the size of crew, you would probably see less people in corridors than you do in the show. But empty hallways don’t make for visually interesting television or something.

Oh great, now you've given me numbers I can't help but want to do the maths.

Assuming that a third of those 430 people are asleep at any time, that'd be 287 people awake and doing stuff on 23 decks, or 13 people per deck. Half of them would be working, the other half I guess have time to just wander the hallways making the place look busier.

So roughly 20 people per deck...yep pretty crowded.

The reason we see empty corridors is because the off-duty personnel who are not sleeping are in their quarters refreshing themselves with recreational sex in accordance with the Great Bird's vision.
