So he's the General Hammond of Strange New Worlds?I think if Anson really wants out he gets promoted to "Fleet Captain" in 2260, and Commander Kirk takes command of the Enterprise at the same time. This setup goes on until 2265 when Kirk is promoted to Captain and his famous 5 year mission begins. Spock's line of serving "Eleven years, four months, five days" with Pike is just him being overly literal as Pike on paper was still captain.
Fleet Captain Pike will then just be a talking head on the screen giving Commander Kirk orders every once in a while, and Anson can film that from the comfort of wherever he likes.
Plus his kid self and baby self from ST 09.

I think Voyager mentions that Kirk's five-year mission ending in 2270, so I'm going with the 2265 start for Kirk, as far as the five-year mission.
