They decided to add the Enterprise to the show after Fuller left the show.
You can see also this with John Eaves comments in his art book (or maybe it was the eaglemoss book), he wasn't asked to design the DSC Connie until after Fuller left the show.
Indeed, the whole reason Desperate Hours even exists is because the Enterprise was never supposed to show up and Spock was never supposed to be on the show.
