Yes. The writers and producers of The Tholian Web were able to look precisely 19,529 days into the future and see that they needed to insert an Asian actress into the scene to maintain continuity. They really cared about such things, unlike today....

and it does make sense if that was laan in the original series because we do not know yet what happens to laan when strange new worlds ends in season 5

Ortegas is written as openly defiant, disobeying orders, etc. A possible future shows that she'll basically become female Stiles. In TOS Stiles was shown to be wrong and humbled. Ortegas seems to continue to persist in her abrasiveness although maybe that Gorn episode has humbled her a bit.

The application of the Stiles character on Ortegas was so ham-fistedly done that I still don't really buy it. They really didn't need to do that with her in the episode.
