Most people are in the saucer, the only people in the engineering hull would be on duty, so no more than 1/6 or so down there at any time.

Seemed the be the reverse in TOS S3 - "Day Of The Dove". Kirk and Co. were in the Saucer; but the VAST remainder of the crew:

a conceit for the episode, and not good data. At the very least 1/3 of the crew (143) are in the saucer at all times because they are asleep in their quarters.

I was happily surprised over this past weekend to see my local CW channel showing the 30-minute SNW Inside the Series that's streaming! It felt great to watch TOS-looking Trek on regular TV!
