I think viewers sometimes forget that the characters often don't have the information that we as the audience do.I'm not so sure that the rejection of Ortegas' plan was so wrong - they had limited evidence of Klingon presence on the planet, no idea that said Klingons were tracking M'Benga, and Pike and Chin-Riley would have had to take the fall if their presence was leaked.
