Well, in this instance you could probably blame Nicholas Meyer, as he was the one who determined the 23rd century setting for The Wrath of Khan despite Gothos inferring a later time frame.The discrepancy comes from the people in charge of production overall not caring much about accuracy. The clothes,the accoutrements, the language is Regency despite the look of the "castle". Why did they choose it? It added just the right amount of pretentiousness? Who knows. When I was eleven I just really liked the pretty dress.
