A (TV) writer is compensated for his work. He willingly signs a contract turning over the rights to his story and elements to the studio (and gets residuals). If he/she doesn't like that, go create your own show.

Well, as I included a second source to my original post, one that says the information came from Brannon Braga, that adds a little more legitimacy to it.
