It was only differences in his personality that clued Picard in that he might have been compromised. And there's plenty of times when losing a comm badge meant practical invisibility, even though the ships can detect individual statistics at very long ranges.

I disagree, because Sovereign Class Starship, even in NEM era has better weapons equipped if compared to Titan A. You should be aware that Titan A doesn't has Phaser Array, like Sovereign, while Sovereign is equipped with 2 of them. Another thing is that Sovereign is also equipped with a more advanced Quantum Torpedoes, while Titan A has only Photon one.
So even if Titan A has more advanced technologies compared to Sovereign, they still outclassed by Sovereign. I also doubt that Titan A can even be compared to Galaxy Class; simply because both Sovereign and Galaxy have and can have bigger weapons than Titan A.
Even the Female Changeling - the leader of the Dominion - could do no better than Odo when it came to humanoid faces. Clearly it was an enormous hurdle for their morphogenic matrix to overcome.
