One good EMP and the Doctors would either be examining the remains of several crew members and/or replacing the entire ship's complement of communicators.
I guess this kinda gives us most of the answers...
It's a sufficiently big deal for the production team that they've put this front-and-center in the new title sequence for S3 (see separate thread here in the Discovery area). The whole thing and other screen caps are up on TrekCore.
These are some screen grabs of the sequence showing the new badge appearing and then a group of the old badges morphing into the new badges, over a background of what looks like the transporter pad:
It's an interesting concept, and a kinda clever design, but overall I still don't think it works all that well when actually on the costumes and seen from a distance or at the size it appears when on-screen. The delta just disappears and all that can be seen is the ellipse. Oh well. To be honest, if the new story arc is good and the characters are well-written and acted then I can live with it.
I'm sure we'll get better images some time soon but this feels closer to the details I can pick up from the pics we have so far. I suspect the overall basic badge is a domed ellipse with a polished finish; the delta may well be almost flush with the surface of the background (or even etched onto the surface rather than raised above it) but, for now, I've gone with slightly raised. It's hard to get an exact feel for the dimensions and proportions of the ellipse from the pics we have so far but it seems smaller and narrower than I originally thought.

I like it, it looks like the natural progression from the badges the time ships used on Voyager. They're just rounded and tilted back to the original orientation.
I know it's not the intent, but they remind me of the Bajoran combadges from DS9, and makes me hope that they're just an indication of Bajoran influence on Starfleet when they joined so many centuries ago.
Overall, I guess it means we're going to be seeing something that looks a lot like this:
We know we've seen the gold and silver versions for Command and Sciences / Medical. I haven't definitively seen the copper version for Services / Engineering but given that the rest of the uniforms appear unchanged it seems like a fair guess they'll be there.

Perhaps, maybe that's one of the reasons why a movie based on the books never quiet gets off the ground. It's still done in a very interesting way in those stories, though.
