Actually I think that would have just been kinda dumb... cause that's just taking two characters and outright replacing them.
I recall seeing an interview with Nimoy when 4 came out. Commenting on the lighter tone of 4 he remarked "I don't know if you noticed, but the body count of the last two films has been rather HIGH."

Not much choice if Shatner and Nimoy decided enough was enough but there was still sufficient interest in an ongoing ST series. It was the plan for "ST: Phase II", too, with Xon replacing Spock and Will Decker groomed to take the centre seat if Shatner decided to promote Kirk to guest appearances as an admiral after the first 13 episodes.
It wasn't the only time Kirstie Alley would have replaced someone: she replaced Shelley Long, as Sam's love/hate interest in "Cheers", and the ratings hardly blinked.
