They're a little too well-dispersed across the entire post-SSR history for that. The fact that there are three logos and three departments (the latter a fact introduced and emphasized in this episode), and that one of the logos resembles the Science division logo at the top of the wall, would suggest that it's the three departments.

Since we have about two weeks to kill, I thought I'd bring up something else. When deciding which characters the show can use and which they can't, Marvel did an interesting thing. Rather than say "these are the characters we plan to use elsewhere, don't use them," they gave a list of specific characters who could be used. At the same time, if there are other characters the show wants to use, they're free to ask and get permission. Graviton is an example of the latter and I suspect Blizzard was as well.
It seems unlikely that Marvel's list consists entirely of C-list villains, so the question is who they would give permission to use. Certainly SHEILD agents like Hand are likely choices, but I'm curious what villains you would think could belong on a list like this.
Fitz also mentioned Professor Vaughn in "0-8-4".On kind of a side note: did anyone else notice the mention of a Professor Vaughn teaching at SHIELD academy? My first thought was Wendell Vaughn, a.k.a. Quasar, who I seem to remember was associated with SHIELD (or at least Project Pegasus) before gaining his energy bands.
