DS9 was on syndicated TV, Voyager was on what was then a up and coming major network. Voyager relied on ratings & sponsors to keep afloat, syndicated networks don't. Due to that, Voyager's budget was maintained due to cutting corners when less of an audience tuned in mostly due to having two Trek's on at the same time, in some major cities even on at the same time & same night. This is why Voyager couldn't afford certain reaccuring characters, much less maintain 10 cast members. If the writers weren't interested in Kes anymore, then financially speaking keeping the actress on was just an economic drain. So you either keep Kes or cut out all those special EFX you saw in "YOH" , "Timeless" & "Dragon's Teeth"..Noone should have left. VOY had a larger budget than DS9 and still DS9 didn't get rid of any characters.
How were the ratings decent if Voyager was near cancellation?They definitely had money for recurring characters if they wanted, their ratings were decent. It was just laziness that stopped them
Have you actually seen the ratings for Voyager?
They weren't bad in the third season and the presence of Seven only led to an increase for around half of season 4 before dropping down to below season 3 levels, and since it ran for 3 seasons after that, I would say Paramount had a much higher threshold than you assume.
The show wasn't doing terribly as everyone imagined and I have never heard from an official source that Voyager was nearing cancellation.

Because you're not listening.If DS9 had the money to keep paying all the tertiary characters then so did Voyager, simple as that. I'm not at all convinced of your argument that DS9, being a syndicated show, meant it got more money. I find that very unlikely.
Were those shows the flagship shows of a brand new network? If not, then it's NOT the same.

It was just a sign of the lack of continuity in Voyager and the unwillingness of the Voyager to do anything new.

I have a better idea, kill Janeway. Then we have Chakotay in charge with Tuvok as the XO and Ayala still gets to be at tactical. Chakotay I think he would have better as a Captain as he seemed more grounded then Janeway and his decisions tended to have a more logical pattern to them.Ah missing the true potential here if Chakotay went - Tuvok becomes XO and Ayala becomes tactical!
