My new headcanon is that M'Benga actually got promoted to head of Starfleet Medical after SNW, calling forward to Beverly Crusher's absence, and the 2 TOS episodes he was in were when he just happened to be hanging out aboard the Enterprise (not unlike Worf's appearances in the TNG movies when he was posted to DS9).
All M'Benga needs to be is assigned off ship to a new billet, then request assignment to the Enterprise and willing to accept a medical billet that's isn't the department head.
