With Worf now in the loop and his word that changelings have infiltrated the Fed, assuming Martok is still Chancellor (and going by the "House of Martok" reference he presumably is still alive and thus still Chancellor) the Klingon Empire might be an option.
I think Fenris Rangers is a better bet.

I’m starting to buy into the idea that Jack was born with the syndrome that Picard had, and that Beverly tried to treat it with something changeling. She looks way too calm when Jack is telling her something is wrong. She seems to know more than she’s telling. Remember the changelings in DS9- they almost did anything to get Odo back. They seem determined to be “whole” and can’t deal with a part of themselves being separated.
..but the gene for it can be detected at an earlier age. Since JLP actually came down with the syndrome, it makes sense Crusher would have looked for the gene right away.The syndrome that hits after age 90? Seems like you might let time and medical tech play out.
They won't be. Not due to lack of interest but simply cost cutting measures currently employed.Whomever is responsible for the turnaround, I hope they are rewarded and that the streaming figures reflect the quality - though I fear the damage caused by Seasons 1 and 2 (not to mention the hot mess that is DSC may have driven the audience away).

This episode was great but if there was one thing I hated, it was the resolution of Ro and Picard's discussion.

Is there a reason she would have to? She spent four years on Voyager's senior staff and many years in Fenris Rangers. Plus she has the backing of two legendary admirals.How did Seven of Nine become a first officer so quickly? Did she even attend Starfleet Academy?
This makes sense, because it proved she wasn't a changeling.
