Amazing episode, very very good story in a very very good series! I cannot stress this enough!
"Second Contact" written by Mike McMahan tells us Boims was commissioned in 2379, and according to Mariner's dialogue Brad's worked with her and the Cerritos senior staff for a year. (Based on the Stardate 57436.2, some would say it's Jun 8, 2380.) In the same episode, when Boims introduces Rutherford to Tendi, Brad says of Sam: "and, as of a couple weeks ago, cybernetically enhanced!", Tendi eagerly declaring she's never met "a recent cyborg". Much of Rutherford's first date with Barnes and also "Envoys", the whole season, really, continues to indicate Sam's implant is new to him.
"Reflections" also written by Mike McMahan, (set on potentially May 10, 2381 by the Stardate 58354.2), tells us Rutherford transferred to the Cerritos on Stardate 56329.4 (some might say that was May 1, 2379). This correlates well with the probability (but not guarantee) that Samanthan has slept across the hall from Boimler and Mariner for a year before they all met Tendi. There is good reason to believe that if Rutherford got the implant "a couple weeks ago", Brad and Beckett were nearby to see it for the first time.
The memory in "Reflections" strongly indicates Rutherford got the implant after an explosion while he's dressed as a "first year", a personality which Dr. T'ana says is from "a decade ago". Help me square these details, subsequent stories!
'Red' Rutherford did say on screen he was from 10 years ago (inferring that was the approx. date of the accident.)There seem to be some additional hijinks involved beyond what we've seen with Rutherford, and more than he suspects. In the flashback, we saw the Lt. Commander was wearing a TNG uniform (at first I though it was the early version, but going frame by frame, at the end of the shot the light dims just enough to see the collar), which places the flashback somewhere between 9 and 16 years earlier. Like, Mariner is trying to stay an ensign, so that makes sense, but even if he's totally lacking in ambition, it seems unlikely to me someone as capable as Rutherford wouldn't have been promoted from ensign after five years (minimum). Maybe he spent some time in suspended animation or something after the surgery? But that still wouldn't explain why the implant seemed new to him at the beginning of the show when he would've had it for three-plus years as a cadet, plus however long it had been since he was commissioned.
Maybe the implant was modified or upgraded just before the show started? It's a stretch with the dialog (maybe the old implant was ostensibly just a prosthetic eye and ear, and the new one was the first one that really brought him above and beyond?), but that's all I can think of beyond a straight let's-pretend-we-never-said-that revision of his backstory.
