It doesn't matter when the decision was made, it was still a decision they made.My guess is it was an open casting call for a transporter chief, and someone along the way decided to name the character Kyle as an Easter egg. No reason to assume someone wanted to cast Kyle and then decided to make Kyle Asian. And if they did, that's cool too, but there's an assumption of pre-meditation that is unwarranted.
