There is no lore reason to bring the Borg back. They are a cancer, to be eliminated and nothing more.That's just franchise history and no reason for not bringing them back and do them differently.
If one thinks about this issue just in context of how species appeared in the past and doesn't allow change, there wouldn't be anything new in Star Trek ever. Just the same old stories again and again...
