I'd say it's safe to say that was the Discovery crew being lied to.I just noticed a potential continuity error. If I'm not mistaken, in the unexplained phenomenon classroom, the display right next to the Sisko mystery is for "multi-species accelerated evolution" and features prominent imagery of... a Progenitor. Of the same Progenitors that were classified Red Directive top secret just a few years ago in Discovery.
I suppose some of the events in season 5 of Discovery, the interactions with the Breen come to mind, mandated partial declassification. I mean, it's really just the tech that needed classification and not the existence the Progenitors themselves, right?
