I'm sure there are Tellerites from Earth
One of things in this show's favor, the dismantling of the planets of hats. Why? Earth and Tellar are both members of the Federation. I'm sure there are Tellerites from Earth, Tellerites from Mars, humans from Tellar, humans and Tellerites and Vulcans and Bolians and others from other Federation home worlds or random colony worlds or born and raised largely among ships/space stations.

Having written quite a few similar parody fics, I know the signs.
But also, Boimler has been consistently shown to be incredibly qualified and capable throughout Season 2, and these qualities were certainly known beforehand. If Barclay wasn't "Section 8", then Boimler isn't.
