It's called bad writing and a clumsy in-series retcon. Bryan Fuller's idea wasn't very good and now the producers are attempting damage control.
That's an odd claim. We can see the new sculpt with our own eyes. And not just the facial appliance, the ears have changed too. The war excuse doesn't stand up to much scrutiny. Every single Klingon in season one is bald, including flashbacks and alternate universes.

Not sure about that myself, but that's what she said. I suppose by cowl she meant the back piece that does not include the forehead and face pieces.

All well and good, I'm fine with that...except it doesn't really work for when it's the same character/s, eh? I just watched it now, and as Nerys Myk mentioned, she doesn't say that it's a season 1 cowl. She just says that she still wears a cowl under the hair.
