As a historian, Janeway makes a good Captain.

 

A character even mentions never seeing or even being aware such a badge existed. It would identify them as part of Starfleet, but would probably dismiss it as being outside their pay grade so to speak. Anyone who actually got curious and tried to investigate probably figured out pretty quick to back off.

Well they were civilians.

 

They were at least of aware of how Starfleet operated. Civilians today at least have some knowledge of military ranks and what they look like. In a future where information is likely even more available than it is now, I'd assume that many would at least have a decent of idea of what rank pins were used.

 

Pike and Burnham seem to recognize the badge in the latest trailer, but trailers are edited sometimes without context so not really something to go by.

 

Burnham's dialogue about Section 31 was clearly cut together. I wouldn't be surprised if they end up learning about it due to the nature of their mission, instead of just being aware of it. Although at this time, Section 31 could be a sort of urban legend like the Men in Black.

 

There's no reason to think Sec.31 was always the same way for 200 years either. Might have went through a less-covert nature during times of war, for instance, only to fade from existance and institutional memory in other times.

 

No one in the 24th century is going to know about it if the records have been scrubbed. Anything said by an older person like McCoy would just be dismissed as an "old admiral's tale" similar to how Zeframe Cochrane's stories of time travellers and cyborgs was dismissed as him being eccentric by Archer.

 

Vulcans not keeping secrets? Now that would be an all-new addition to Trek lore!

...While anything said by a still-youthful Vulcan of mere 150 years would be dismissed because he's a Vulcan.

(Any Vulcans in S31? Any nonhumans at all? I'm pretty sure the Flat Earth Society has annexes in every interstellar colony of note, so S31 drafting a few Klingons in its ranks shouldn't really surprise anybody.)

We can't be sure of the writers intentions then and contexts of former stuff can be changed by new material. And it seems like the writers for Discovery might have been heavily influenced by this episode.

Let's take a look at two dialogues, one from "Heart of Glory" and the other from the pilot of Discovery:

"Worf: Yet in all you say, where are the words duty, honor, loyalty. Without which a warrior is nothing."

"T'Kuvma: My presence. My voyage. My time. No one speaks of my duty or my honor."
