The first mention of Romulan Ale was TWOK, when McCoy brought some to Kirk. There was also the unnamed blue beverage in "The Enterprise Incident," which was darker than the stuff in TWOK amd TUC. In my headcannnnon I like to think that these are related drinks.What was the first mention of Romulan ale? I'm sure it's Wrath of Khan because the crew very rarely met the Romulans in the original series to get to know their drinking habits back then!Plus I get the feeling that the Romulan ambassador in TUC proves that relations between both the Federation and their Empire must have been quite good, excellent in fact to have let him in on their plans to defeat the Klingons in any conflict!

It's like a dark beer versus a lite beer: I assume, like the craft beer industry in our world, the Romulans have thousands of breweries making many Romulan ales with different levels of "IBU" and "AVB".
