People normally grow up and mature, and most characters do. Why many Voyager characters did not is what's unusual.

Even the most grown up and mature person isn't necessarily fit to captain a starship though.

It's not unusual, it's lousy writing. DS9 might have been the redheaded stepchild of Star Trek, but somehow... it got the A-list writers.
