I agree in theory, but Beverly was a massive part of Picard's life. To have her never appear would a colossal mistake.
She wasn’t remotely a massive part of his life throughout all four of the TNG films. So I think she’s just become a non-entity.
Maybe Picard's close relationship with Beverly meant that she wouldn't be allowed to certify him for active service.

Was she really though? She was the wife of his friend, and they served together for fourteen years. I'm not sure that after 94 years, that it would constitute a massive part of his life.
Her name was absent when Laris was mentioning old Enterprise friends Picard could get to help him.
Given the amount of plot, they didn't have enough time to service the entire ensemble. But that doesn't mean anything about how important a person Beverly is. And those films represent a minuscule part of the canon. Given that Picard and Beverly's relationship was a major component of the proper series finale, it's safe to say it's an important part of the canon/Picard's life.

She was never flushed out as a character like Worf was. Probably because Michael Dorn is a superior actor.
Also, honest question…as far as anybody knows, do Jeri Ryan and Kate Mulgrew still actively dislike each other? I guess I just assume that at some point over the years they would have crossed paths at a convention or something and talked it out, but maybe not.
