Should have kept the turtleneck and ditched the jacket.It was likely a cheap and easy solution. They didn't have time to make a new uniform, but they also wanted a different look than the TOS movie era. So, remove the turtleneck and the belt and voila, new uniform, on budget and on time.
While I don't love the removal of the turtleneck, the removal of the belt is what I actually think ruins the look.

The trousers were ridiculously high-waisted, most if not all without waistbands - just four-inch heavy elastic serving as a bit of support for our fifty-plus space heroes.
