Leo does come from Chicago. Lots of drinking and fried foods, so yeah, he could be friends with Trip.

Well, yeah... I guess I wasn't too clear on that.

I know why they did it from an in-universe POV, as you said, to look like an intermediate stage between uniform designs.

I don't know why the costuming department made that particular choice, outside of pushing out something quick and dirty & on-the-cheap to get it done. They looked horrible in the "Tapestry" flashbacks with the shorter undershirt, too.
 
It was likely a cheap and easy solution. They didn't have time to make a new uniform, but they also wanted a different look than the TOS movie era. So, remove the turtleneck and the belt and voila, new uniform, on budget and on time.

While I don't love the removal of the turtleneck, the removal of the belt is what I actually think ruins the look.

Should have kept the turtleneck and ditched the jacket.

Oh yes, forgot about the belt. That definitely made the whole thing look quite awkward.

I do kind of wonder what it looked like if they reversed the design and put the TWOK turtlenecks under the S1 TNG uniform. I think it would have made that costume design look a lot better and less like high-color-saturation TMP pajamas.
 
Jack Crusher, Sr. works slightly better in the beltless variant because by 2349 the TNG commbadge was in use and the Movie Era insignia had been discontinued, so it feels a little different and more stylish, but not much.

The trousers were ridiculously high-waisted, most if not all without waistbands - just four-inch heavy elastic serving as a bit of support for our fifty-plus space heroes. And the shirts were thin, swimsuit-weight Spandex. Not a good look, sans jacket.

I thought they should have removed the belt loops from the jackets.

I just heard an interview with someone who worked on TNG (no idea who or when it was) who said that Berman would under no circumstances let them use the turtlenecks.
 
I know that the pitch for Year One involved reusing the sets, but that never seemed likely to me. Every Star Trek series has had its own distinct main sets. Even in the 90s they'd tear down the old corridors and reuse the framework. So they could still announce that Year One has gotten a green light tomorrow.
