No. It's write-for-hire, which is a world away from fanfiction. And as you'll find in multiple threads, those books have been used many times by TV/film Trek, from character's first names to Andorian naming conventions. They don't have to follow anything from it, but they sometimes do.

I doubt it will be a demotion. In TOS he had just joined the ship so it will probably be written as him leaving to take a Starfleet Medical job.

Rememebr they annouced the Casting of James T. Kirk very early in promoting SNW S1 (which had already been completed and they were 5 episodes into filming S2 when S1 Rp. 1 first streamed) for the exact same reason.
