The genesis of that set's design in the TOS briefing room is more obvious in that shot than in many.

So far, the only images we have of Kirk with captain's rank and a different badge is in the time travel episode that apparently tackles alternate timelines and stuff according to one review.

So maybe him having captain stripes isn't a costume error, and he's not present day/Prime Kirk in that one episode.

All speculation of course.

I thought Hemmer was a regular. He was in the credits. I actually was surprised on how little we saw him during Season 1 when I was doing my rewatch.

Hemmer is listed as main cast for season 1, and as tomalak said, he's in the opening credits of every episde.
