So why did the Enterprise deteriorate so severely to look so primitive in TOS? The answer has been in front of us all along. The Federation has no money. They don't use money. So starship build quality depends solely on supply issues, and Starfleet was low on supplies by the time Kirk took command and his refit was bare minimum.
