A Federation resource shortage means it has to be rebuilt on bare minimum, retro-looking materials, with the screens changed to blinking lights so that Federation enemies can't read specs through their viewscreen again (they'll have to wait another century to hijack Geordi's visor to do that).

Because Robert April had championed the earlier "specs visible" bridge design, he's demoted to Commodore and goes permanently pale from humiliation. The Federation also suddenly instate a mandatory retirement age in the hopes of forcing him to retire soon.
