The music in that clip reminded me of TOS. Though Season 2 was like that too. There was quite a bit of music that sounded TOS-y but more modern.
 
Roger Korby maybe?

Oh never mind, they already announced Cillian O'Sullivan for that role.

 
TrekCore says he's playing an existing Trek character.
The exact quote from the producer seems to be

Co-showrunner Henry Alonso Myers said during the panel that Darby is playing “a character that will be familiar yet completely new to folks that know Star Trek.” He added “If you know Star Trek, you will have a lot of fun with him and we had more fun than I could possibly imagine with him.”


So that seems kinda vaguely worded. It seems like it could be a character that Star Trek fans never have seen, but 'related' or similar to a character they've seen or a known character with a portrayal that is unexpected?

I'll bet it's Finnegan from Kirk's Academy days. The only version shown of him in TOS was on S1 Shore Leave.
 
I was also thinking Finnegan. But Finnegan should be about Kirk's age. But here is a idea. Kirk's dad. We know Kirk and his brother talked about him once. He would be older than the version of him we saw die in the 09 Trek movie.
 
He's primarily a comic actor, so we should probably be thinking Rainn Wilson as Harry Mudd type casting.

Finnegan is a good shout.
