Maybe that's the jacket that has the medals and ribbons on it. TUC shows us some of those at a formal meeting of flag officers with Kirk's senior staff.
Those are the same jackets, though. Just with the added medals. A dress uniform indicates they'd be a different garment entirely.
Maybe so. But none of the seven movies nor multiple TNG Era episodes showing those uniforms ever shows them, so the medal-festooned jackets are the closest we seem to have come.

It can't be a hat cuz they're always inside, that would be rude.
Clearly it's a cape. A heavy wool cape with fur trim. Cuz the uniform wasn't sweaty enough on its own.
